　「３・１６」の記録（６２頁）に、こんな発言がある。

　東京の米国大使館に詰めているジョン・モノジャー（JOHN MONAGER）氏　「１号機、２号機、沸騰して水位が下がっている。３、４号機はジルコニウムが水と反応している。３号機の建屋の壁は全部、吹き飛んだと言っている。爆発は――失礼、４号機の爆発で、建屋の壁は崩壊した。４号機使用済み燃料プールの構造物も核燃料棒の底の部分まで壊れた。プールに水はない」

　別の男性の電話会議参加者　「プールの水位を保つ能力もすでに失われている」

　ジョン・モノジャー氏　「水位を保つ能力はない。誰かが砂を投下しろ、と言ったようだ。われわれ（ＮＲＣ）にとって、単純で明らかな答えはもちろん、水だ・水だ・水だ！……」

　◎　水ではなく砂を投下する計画があったようだ。それに対して、ＮＲＣのモノジャー氏は「水だ」と３回も叫んでいる！

  JOHN MONAGER: Unit 1 and 2 is boiling down, and Unit 3 and 4 is having zirc/water reaction. They believe there is essentially no walls on Unit 3. The explosion -- I'm sorry -- Unit 4. The explosion leveled the walls, leveled the structure for the Unit 4 spent-fuel pool all the way down to the approximate level of the bottom of the fuels. So, there's no water in there whatsoever.
  MALE PARTICIPANT: And no ability to 16 retain water.
  JOHN MONAGER: And no ability to retain water. Someone has talked about dropping sand in there, et cetera. To us, I mean the simple, obvious answer, of course, is water, water, water.……
